You need JavaScript enabled to view it Duncan & Allen Abby joined Duncan & Allen as an Associate in 2006, and has concentrated her practice on electric regulatory matters, contract disputes, and mergers and acquisitions. Abby’s clients include municipally and cooperatively owned utilities, as well as consumer advocates. She consults and represents clients before the Federal Energy Regulatory Commission (FERC) and in state courts on a variety of issues concerning transmission and power supply rates, transmission access and service, plant acquisition and maintenance, cost allocation and cost causation matters, contract and tariff disputes, and municipal law.
Prior to joining the firm full time, Abby graduated from the George Washington University Law School in Washington, DC in 2006. While attending law school, Abby worked as a Summer Associate with Duncan & Allen, served as a judicial extern to Judges Anthony Borwick and Catherine Hyatt at the General Services Board of Contract Appeals (now the United States Civilian Board of Contract Appeals), and worked at the Congressional Research Service in the American Law Division. Abby completed her Bachelor of Arts degree at Cornell University in Ithaca, NY. She received an accelerated degree from the College of Arts and Sciences, and graduated with Distinction in All Subjects.
