Paul is a graduate of the University of California, San Diego (B.A. 1993) and Tulane
Law School (J.D. 1997, Maritime Certificate of Specialization). While in law school,
Paul served on the Journal of International and Comparative Law for over two years.
He is a former law clerk to the Chief Administrative Law Judge of United States
Department of Labor, and a member of the Bars of the District of Columbia, Maryland,
New Jersey, and the U.S. Court of Appeals for the District of Columbia.
He is also
a member of the Utility sections of the American Bar Association and a member of
the Energy Bar Association and Federal Communications Bar Association.
Paul has extensive counseling, transactional and litigation experience in the electric
utility and telecommunications industries. He has litigated numerous rate, merger,
regional transmission group, contract, and anti-trust matters before the Federal
Energy Regulatory Commission and various state and federal courts.
Paul serves as the firm’s IT manager and handles all initial attorney hiring inquiries.
