Gregg practices in the areas of energy supply and natural resources development. He represents numerous municipalities and consumer-owned electric utilities in their power supply planning, contracting, project development, transmission permitting, and regulatory proceedings, and in preparing for competition and restructuring in the electric utility industry.

In addition to power sales and purchase agreements, transmission service contracts, and contracts with industrial customers, Gregg has helped negotiate and draft contracts that include the creation of a power pool, the sale of power from "Qualifying Facilities" under the Public Utility Regulatory Policies Act, and the first major interconnection agreement in the U.S. to provide unbundled services and in which a "captive" electric utility obtained transmission access to competitive bulk power markets.

He has assisted hydroelectric project developers with FERC permitting and licensing and served as counsel of record in a successful U.S. Supreme Court proceeding. He has also assisted cities in establishing non-profit, municipally owned electric systems, helped cities negotiate utility franchises to provide lower cost service to local residents and industries, and drafted rules and regulations for municipal utilities.

Gregg has published several articles and given numerous speeches on various aspects of natural resources development and competition in the electric utility industry. At Georgetown University Law Center, he served as student Editor In Chief of The Tax Lawyer, the journal of the American Bar Association's Section of Taxation.

Prior to law school, Gregg studied as an exchange student in Aberdeen, Scotland. After completing graduate studies in mathematics, he spent three years as a Peace Corps Volunteer in Ghana, teaching calculus and other mathematics courses.
