Hélène has represented and advised electric municipalities and cooperatives and handled litigation and settlement negotiations before the Federal Energy Regulatory Commission (FERC), the U.S. Federal Court of Claims and state courts in various matters such as FERC jurisdiction, rate discrimination, transmission rates, transmission requests and pricing, hydro licenses, contract interpretation and reformation of existing contracts. With respect to the firm’s international mining practice, Hélène has drafted the mining laws and regulations for the governments of several countries in Africa such as Angola, Madagascar, Mauritania and the Democratic Republic of the Congo. Hélène has also drafted related mining regulations in the areas of foreign investment (Madagascar), health and safety (Angola, Democratic Republic of the Congo) and environment (Democratic Republic of the Congo). For the World Bank, Hélène has contributed to the drafting of the Mining Sector Reform and Investment Results of a Global Survey (2001), the Strategic Review of the Mining and Metallurgy Sector of the Republic of Kazakhstan (2001) and written An Analysis of the Legal Framework of the Mining Law and Regulations of Tanzania (2004).
