Paul is a graduate of the University of California, San Diego (B.A. 1993) and Tulane Law School (J.D. 1997, Maritime Certificate of Specialization). While in law school, Paul served on the Journal of International and Comparative Law for over two years.
He is a former law clerk to the Chief Administrative Law Judge of United States Department of Labor, and a member of the Bars of the District of Columbia, Maryland, New Jersey, and the U.S. Court of Appeals for the District of Columbia.
He is also a member of the Utility sections of the American Bar Association and a member of the Energy Bar Association (EBA) and Federal Communications Bar Association. He is currently serving as the EBA delegate to the American Bar Association's House of Delegates.
Paul has extensive counseling, transactional and litigation experience in the electric utility and telecommunications industries. He has litigated numerous rate, merger, regional transmission group, contract, and anti-trust matters before the Federal Energy Regulatory Commission and various state and federal courts.
- Energy-related practice includes:
- Business advice and litigation in transmission access and pricing proceedings;
- Negotiation and litigation on wholesale and retail rates;
- Consultation on matters, and drafting documents, pertaining to utility power supply acquisition, pooling, and operational agreements;
- Formation of new public power entities and agencies (including RTOs);
- Consultation in utility merger proceedings; and
- Advising on all aspects of FERC policy, including the implementation of the 2005 Energy Policy Act
- Telecommunications-related practice includes:
- Advice, analysis and negotiation respecting pole attachments, cable television franchising, franchise renewal, rate regulation, implementation and enforcement of customer service standards, signal carriage, and other cable issues that arise under federal, state, and local laws; and
- Consultation with municipalities and municipal electric utility clients on the application of new communications technologies and ongoing telecommunications (cable, internet, etc.) operations.
