Radu's practice focuses on international and domestic project finance, mining law, energy infrastructure development and related transactions in various sub-sectors of the energy and natural resource industries.

Prior to joining Duncan & Allen, Radu was an associate in the Energy and Global Transactions practice group of Akin Gump Strauss Hauer & Feld, LLP.

Radu received his B.A. summa cum laude in 2002 from Bates College, where he was elected to Phi Beta Kappa. He received his J.D. in 2005 from the University of Chicago Law School, where he was a member of the University of Chicago Law Review and served as a research assistant for the Hon. Richard A. Posner. Between October 2000 and June 2001, Mr. Costinescu completed the General Course at the London School of Economics and Political Science. He is a member of the New York and District of Columbia Bars, the American Bar Association and the New York State Bar Association.

Recent Representations
The World Bank, in connection with the review of joint venture agreements relating to major mining projects in two francophone African countries; the review of a model joint venture agreement intended for use by all state-owned mining companies in a Central African country and the analysis of related implementing legislation; and the development of a strategy for the restructuring and improved governance of state-owned enterprises (with a focus on the mining sector) in a Central African country
The Privatization Steering Commission of the Democratic Republic of the Congo (“COPIREPâ€), in developing structures and agreements for the project financing of energy infrastructure of the national electric company
A major U.S. mining company in its financing and development of a mining project, and strategic planning with respect to environmental compliance issues of a minerals exploration project in Central Africa
A U.S. developer in structuring an oil and gas joint venture in Central Africa
